I have to share a very small closet with my toddler and now we have another baby on the way. How I can ‘add’ more space to an already cramped closet?

So are you saying that you will be the only person who actually uses the closet – gets things out and hangs things up?? If so, it’ll be up to you to keep it organized which ain’t easy! – takes time and patience. The suggestions given in other answers are excellent, make use of all ideas which fit your space. Then…when you use the closet take time to hang things up neatly, a space for everything, etc. etc. Keep the closet in order and you will spend less time and grief than it you have to stop and ‘clean’ it every week or so. Best luck to you and your family.
21] underbed storage
2] undercrib storage
3] double rack in closet [ for tops, skirts, kid clothing ]
4] dividers on closet shelf [ stack your tees, sweats, sweaters, or kid's outfits ]
if you have a dresser have one of your kids use that as a closet
You could put shelves on the bottom half and place the baby’s clothes in baskets.
Here’s what I did to a clost to make more room:

You could also get a rolling cart with drawers for the baby.

Under bed storage would be good also:

You could have diapers readily available in a drawer or make a changing table on top of your dresser by adding a pad.
Also a good time to go through your clothes and donate to make room.
Organizing a small space for several people can be difficult, as I have experienced. A great place to get organization ideas is The Container Store. The company’s purpose is to provide organizational containing systems for all needs. I suggest finding a local Container Store and taking a look at their examples. Not necessarily to buy, but to get ideas.
Space bags work well for out of season clothes.
Put things in boxes and stack them on the shelf all the way to the ceiling.
What is under your bed? I have plastic drawers under mine with clothes in them because I do not have a dresser. My bed is also on raisers so I have room for them. I also store my suitcases behind the drawers since I don’t need them often. With a dust ruffle you can’t even see them.
